BIAS INCIDENT: An act of discrimination or hostility based on another person's perceived race, color, religion, gender identity, sexual orientation, disability, or national origin. This includes derogatory language or behavior directed at our about any of those demographic groups.

Oregon law (Every Student Belongs: 581-022-2312) and LCSD School Board Policy (ACB) outline our guidelines for protecting our students, staff, and others who use our facilities from acts of bias or hate. These rules align with one of LCSD's Five Focus Areas--Safety and Belonging.

If you have experienced or witnessed a bias incident, we are here to support you. Here are your options:

Talk with a trusted school staff member about the incident.
Submit a report and include your name in your report.
Submit a report anonymously.

Can I report anonymously?

Yes. If you choose to remain anonymous, your report will be investigated; however, you will not receive any follow-up information as we will not have a way to contact you. Regardless of anonymity, we exercise discretion and confidentiality as far as we can legally do so. School district employees are mandatory reporters, so information that rises to a certain level of concern may need to be shared with supporting agencies, such as law enforcement.

What are some examples of bias incidents?

Examples of a bias incident could include:

Name calling; using a racial, ethnic, or other slur to identify someone; using degrading language; telling a discriminatory joke
Creating or sharing racist or derogatory graffiti or images/drawings
Imitating someone with a disability or imitating someone's cultural norm or practice
Assaulting, injuring, or touching someone in an offensive manner because of their perceived protected class
Threatening to physically harm a person, their family, or their property based on their perceived protected class
Displaying a symbol of hate, such as a symbol, image, or object that expresses hostility on the basis of race, color, religion, gender identity, sexual orientation, disability, or national origin; includes a noose, swastika, or Confederate flag

What happens after I submit a report?

If you provide your name:

A principal (or designee) will reach out to you for a conversation to ensure they appropriately address the incident and offer care or support for the individual(s) who was/were harmed.
An investigation will occur and a follow-up response will be issued.
Education (with discipline, when appropriate) will be issued to those who engaged in the behavior.
The report will inform the district's Bias Incident Response Team, who regularly reviews the data for trends to determine how best to support schools and improve our systems.

If you report anonymously:

Your report will be shared with the principal (or designee).
An investigation will occur and any necessary steps will be taken by the principal and/or by district leadership.

Why should I report a bias incident?

Bias incidents harm individuals and can damage a culture of Safety and Belonging for everyone. Reporting gives us information that empowers us to take actions to improve. The data from reports helps district leaders support schools with the training and resources needed to address growing trends as well as unique situations. Ultimately, each report is an opportunity to create positive change.
